Speaker Biography

Donna Folkemer, Group Director, National Conference of State Legislatures

Donna Folkemer is a Group Director at the National Conference of State Legislatures. She oversees staff in NCSL's Forum for State Health Policy Leadership and provides technical assistance to state legislators and legislative staff on Medicaid, SCHIP, prescription drugs, and aging and disabilities. Donna's career in state health policy research and management spans over 30 years. Prior to joining NCSL in 2000, Donna was Chief of Policy and Planning for the District of Columbia Medicaid Program. Earlier, she was a senior researcher at the Intergovernmental Health Policy Project at George Washington University and a program manager at the National Association of State Units on Aging. Donna began her professional career as a health planner at the Maryland Office on Aging and during her 16 years with that agency served as Chief of the Long Term Care Division and, later, as Chief of the Planning and Evaluation Division. Donna is a graduate of West Virginia University and holds masters degrees from both the University of Maryland and Johns Hopkins University. Donna is married to John Folkemer and they are the parents of two sons.
