About the Event

This policy forum is specifically designed for child-serving organizations (schools—public and nonpublic, child care providers, faith-based organizations, etc.) to engage in a dialogue about effective preparation for emergencies. The interactive forum will help child-serving organizations: (a) assess risks in terms of impact and likelihood of occurrence; (b) identify existing resources that can be accessed for preparedness or response; and (c) implement actions for emergency preparedness planning.

The forum is appropriate for decision-makers in child-serving organizations, local and state-level policymakers for children, and persons whose responsibilities include public safety and emergency preparedness.

Admiral Thad W. Allen, a senior fellow at the RAND Corporation, will discuss the critical role of community resilience in emergency preparedness, response and recovery. His perspective is enriched by his experiences as 23rd Commandant of the U.S. Coast Guard and his involvement in response to the terrorist attacks on September 11, 2001, Hurricane Katrina in 2005, and the 2010 Deepwater Horizon oil spill.

Dr. C.J. Huff, Superintendent of Joplin Public Schools in Joplin, Missouri, will discuss the critical role of community engagement and resilience in emergency recovery as it relates to the F5 tornado that ripped through the Southwest Missouri community on May 22, 2011. The three-quarter-mile twister was the single deadliest tornado to ever hit American soil (since the National Weather Service began keeping records sixty-one years ago).

The forum will be interactive and we look forward to a timely and important dialogue among participants.

Missouri Department of Public Safety
The Department of Public Safety is comprised of eight different agencies (including two commissions) and six separate programs all committed to ensuring the safety of the citizens of Missouri. Additionally, The Office of the Director administers the Homeland Security Program and state and federal funds in grants for juvenile justice, victims' assistance, law enforcement and narcotics control. Other programs in the Director's Office provide support services and resources to assist local law enforcement agencies and to provide training criteria and certification for law enforcement officers.

The Center for Education Safety (CES) is an innovative, public-private partnership of the Missouri Department of Public Safety, Missouri Office of Homeland Security, and the Missouri School Boards' Association (MSBA). Located at the MSBA Communications Center in Jefferson City—Missouri's capitol—the CES is dedicated to enhancing various aspects of emergency planning, preparedness, and safety and security in public and nonpublic education—pre-K, K-12, and post-secondary.
