Lisa Dubay, Associate Professor, Johns Hopkins Bloomberg School of Public Health
Lisa Dubay (Ph.D., Sc.M.) is an Associate Professor at the Johns Hopkins Bloomberg School of Public Health with over 20 years of health policy experience. Prior to this, she was a Principal Research Associate at the Urban Institute where she focused on the effects of public policies on insurance coverage, access to care, and health outcomes for low-income populations. Dr. Dubay has led numerous national evaluations of public expansions in coverage for federal agencies and private foundations. Dr. Dubay has written extensively on the extent to which expansions in public coverage lead to reductions in uninsurance and improvements in access to care. Dr. Dubay recently completed a study that estimated the share of uninsured children, parents, and childless adults who are eligible for public programs, are unable to afford health insurance, and are likely to be able to afford coverage.
